Anti-extortion campaign

The City launched an anti-extortion campaign in 2023 in response to increased threats and attacks by the so-called construction mafia demanding protection money for projects. These criminal acts put the lives of staff and residents at risk and delay projects and programmes, impacting service delivery.


The campaign, under the slogan Enough is Enough, includes a 24-hour tip-off line and rewards system, as well as a dedicated law enforcement unit to combat these crimes.

See something, say something

We all have a role to play to tackle this criminal act. Help us by reporting any instance, no matter how small, to our dedicated anonymous tip-off line. Contact us immediately if you become aware of criminals intimidating project teams or your community, asking for protection money or disrupting services.

When reporting, please state that the matter involves ‘extortion’, ‘intimidation’, ‘blackmail’ or ‘protection money’, among others. We encourage anonymous tip-offs.

Our safety and security teams will do all in their power to protect you and to investigate the matter for further action.
